I think Captain Burton was demoted because he spoke out about a common practice in police forces. I have seen police escorts drive worst than 80mph in my area, but I am not sure who they were escorting.

I think he was demoted because he spoke out too. It probably was common place but no one knew for what celebritie or the in and outs. He just shined the spot light on them.
