These cops today are so scared and wreckless. That's why we have so many terrible incidents. If innocent people aren't getting hurt when a perp is shot, then innocent people are just getting shot period. Also firing when civilians are around is a big violation of the badge. They're supposed to yell to clear the area before opening fire. I don't think they did. I think the bystanders saw cops with guns drawn, and saw this guy with a gun. And just fled on their own.
