I agree, too far.

When a protest or gathering gets out of control, it turns into a MOB and a mob then becomes illegal. Throwing flares is an emergency management nightmare. Sure you may make "your point" known to the officers but you could also cause fires and loss of life along with it. When striking against the police becomes a violent act, those doing it are no better than the law enforcers being corrupt, in my opinion.
