Cops plant false evidence a lot. And this is illustrated in many police/cop drama shows and movies. It's basically a blueprint of how they create opportunities for such corruption to be implemented. The reason cops do this is simple. The more busts they make, the higher rank they get. Cops these days are looking to move up in the ranks to make detective as soon as possible. Thus, creating an atmosphere of cops not serving and protecting, but instead doing whatever they can to beat out other cops on the force to enhance their careers. And who pays in the end? The public does.
