I am sure that prosecutors worked overtime to trump up something that would stick, as they do when they want the average citizen to take a plea instead of fighting to prove their innocence.
She was just kind of a scapegoat since they weren't going to pin down the real crooks running around then (Enron). Kind of like NYC's mayor goes after soda cups and trans-fats instead of really looking at the issues.
