I think Rogue is absolutely the right term. They kicked a baby? That is disgusting and someone should kick them! They payouts are ridiculous and very low ball.

Anytime police officers conduct a drug raid, and during the event..a 2 year old ends up getting kicked in the cranium? The term "botched" doesn't even begin to describe what took place there. "Botched" refers to accidentally arresting a user who happened to be the in the home. Who had no connections to dealing the drugs. Botched refers to accidentally knocking a suspect unconscious. But kicking a baby in the head is pure wrecklessness.

Minneapolis police have a long history of corruption and outright illegal abusive behavior with their special task forces. Baby kicking is over the top.
