    Crime Report Manipulation Is Common Among New York Police, Study Finds

    An anonymous survey of nearly 2,000 retired officers found that the manipulation of crime reports — downgrading crimes to lesser offenses and discouraging victims from filing complaints to make crime statistics look better — has long been part of the culture of the New York Police Department.

    I think they need to have some outside force simply come in and evaluate, since on the one hand you have a report claiming quite alot of report falsifying and on the other hand you have a report that seems to show that even with manipluation it generally comes out to being correct. That said this is a 2nd hand report so I would need to see the actual work from both before senanigans might be called.
